Powell yesterday started a major diplomatic effort to internationalize peacekeeping of Iraq, circulating a resolution that would have the U.S. military reporting to the United Nations.Since the UN couldn't organize an orgy in a whorehouse with a suitcase of hundred dollar bills, why bother?
